INTRODUCTION
As mentioned in my previous blogs like Antyodaya Anna Yojna(https://blog.blessedimran.com/?p=292), Pradhan Mantri Gram Sadak Yojna(https://blog.blessedimran.com/?p=302), again we emphasize that for a developing country like India, we cannot expect to become a developed nation unless and until we improve the lifestyle of poors and eradicate poverty from its root. Sampoorna Grameen Rozgar Yojna is also an honest effort by Govt. of India to uplift the condition of poor families and in turn to improve Rural lifestyle.Government of India launched this scheme on 25th Sept.2001 basically with an objective to provide fruitful employement and food to rural people who lives below poverty line.
History:-
By merging both Employement assurance scheme and Jawahar Gram Samridhi Yojna Government of India launched Sampoorna Grameen Rozgar Yojna on 25th Sept 2001.In 2016 Govt. of India merged this scheme concurrently with MGNREGA.Government set the target to provide food as well as employement to all the applicants of rural areas.Under Sampoorna Gramin Rozgar Yojna 2023, The Central Government contributes 80% and State Government also contributes 20% for its implementation.
Objective of SGRY:-
1.The scheme main objective is to provide supplement wage employement to rural workers to boost the food security as well as nutritional levels in rural areas.
2.To enhance overall infrastructural development in rural areas and to build long term communal, social and economic assets.
3.Additionally another important objective is the development of rural infrastructure and the production of long-lasting community assets.
Benefits & Features of SGRY:-
*Central Government of India has basically created Sampoorna Gramin Rozgar Yojna by combining Jawahar Gram samridhi yojna and Employement Assurance Scheme.
*Government of India implemented Sampoorna Gramin rozgar yojna explicitly on a cost sharing basis between the centre and states in the ratio of 80:20 .
*Government provides food grains to the Union Territories or state Governments free of cost.
*Central Government provides the entire funds in case of Union Territories.
*Government distributes the resources in the ratio of 20:30:50 amongst district, intermediate and village Panchayatof a district.
*Government basically implements the scheme through Panchayat raj system.(PRIs).
*Both food grains and funds are available for all the three tiers of Panchayat Raj Institutions (PRIs), which are:
District Panchayat.
Intermediate Panchayat.
Village Panchayat.
*Ministry of Rural development retains food grains and 5% funds under Sampoorna Gramin Rozgar yojna for utilisation during natural calamities or as preventive measures in flood or drought affected rural areas.
*Under ths scheme , the Government will pay the wages partly in cash and partly in fertilizer money to the beneficiaries.
*The wages provided under this scheme should not be less than the minimum wages fixed by the authorities.
*Government provides minimum 5 Kg of fertilizer money as a part of wage and the rest of the money is paid in cash to the workers.
Work to be Provided Through Sampoorna Gramin Rozgar Yojana:-
*Renovation as well as siltation of a family village pond or ponds.
*Socioeconomic community property.
*Infrastructure Assistance for Swarna Jayanti Swarozgar Yojna.
*Collective infrastructure for health,education including kitchen sets and internal roads ie. roads connecting the village to main road, even if the main road is outside the Panchayat area.
*Necessary infrastructure correspondingly to support agriculture activity in the Gram panchayat areas.
Prohibited Work Under Sampoorna Gramin Rozgar Yojana:-
*Black tapping of roads
*Construction of monuments, sculptures, facades, bridges, reception gates etc.
*Both renovation and construction of Higher schools and colleges.
*Construction of religious places like Mosques, temples, churches and Gurudwaras.
Works Undertaken to Benefit SCs/STs :-
Under this scheme ,22.5% of the resources released to the district and intermediate Panchyat will be used for individual or group works of BPL category SCs/STs.Accordingly the list of work taken up for benefit of identified individual or groups belonging to SCs/STs are as follows:
*Social forestry work such as fodder and fuelwood plantation on the private lands belonging to the BPL category of SCs/STs.
*Development of Bhoodan land,Surplus land or Government land.
*Work infrastructure or sheds for self employed programmes.
*Horticulture ,agri horticulture, floriculture or plantation on the private lands belonging to the BPL category of SCs/STs.
*Pond excavation or re-excavation work.
*Work related to Open irrigation wells or Bore well for irrigations.
*Other sustainable income generating assets.
Beneficiaries of Sampoorna Gramin Rozgar Yojana:-
*Parents of disabled children
*Children of disabled parents
*Both Scheduled Castes and Scheduled Tribe citizens
*Parents of child labour
*Women
*Citizens affected by natural calamities or disasters.
*Agricultural labours
*Marginal farmers
*Unskilled labours.
Conclusion:-
The SGRY was basically implemented to lift the socio-economic condition of poor families under BPL category.It focuses on bridging the gap between very poor and very rich communities by providing ample employement oppurtunities.Consequently ths scheme ensures that no communities or groups left behind in availing the facilities of this scheme.This scheme also ensures that in rural areas Government provides women oppurtunities to change thier lives for their betterment.
