INTRODUCTION

The Central govt. Scheme,  known as the “Scheme for Promoting Voluntary Action for the Disabled”, was amended in 2003. Government  renamed this scheme as DDRS ie Deendayal Disabled Rehabilitation Scheme.Basically vision of the scheme is to provide a full range of services needed for rehabilitation of PwD(Person with Disabilities) to voluntary organizations. Concurrently Central Government is providing grant-in-aid to non-governmental organizations (NGOs) for projects relating to rehabilitation of persons with disabilities.Aim of this was to enable them to reach as well as maintain their optimal, physical, sensory, intellectual, physic- social functional levels.

 

Deendayal Disabled Rehabilitation Scheme

Efforts for Implementation of Deendayal Disabled Rehabilitation Scheme:-

The main aim of this scheme is to provide financial supports to NGOs so that they may accordingly offer full range of services required for the rehabilitatin of people with disablities including early intervention, the development of daily living skills aimed at employibility , awareness -raising and training.In order to achieve the objective of this scheme the planned startegies are as follows:

-Expanding the range of available source of income, vocational as well as professional courses,and wellpaid employements and by promoting educational oppurtunities at all levels and in all dimentions.

-By training disabled people to participate in workforce development initiatives at various levels.

-Providing not only training but also education to help disabled people to mingle into society and understand their full potential.

-Establishing next door rehabilitation projects in both urban and rural areas.

-By engaging people with disabilities chiefly in eco-friendly and environmentally conscious projects.

-Promoting the educational oppurtunities at all levels and by expanding the scope of both professional and vocational oppurtunities, profitable occupation and income generation.

-Supporting the development, publication and dissemination of information, documentation as well as training materials.

-Setting up well equipped resource & development centres at different levels.

-By promoting and supporting the development of self-help groups, parent organizations and independent living.

-By supporting all such measures as may be necessary for promoting formal as well as nonformal employment and placement opportunities.

-Encouraging coordination, cooperation and networking and multi-sectoral linkages.

-Facilitating the availability of appropriate housing, homes and hostel facilities.

-Establishing facilities for sport, recreation, leisure-time activities, excursions, creative and performing arts, cultural and socially inclusive activities.

-Supporting legal literacy, including legal counseling, legal aid and analysis and evaluation of existing laws.

-Putting  effort to ensure protection of human, civil and consumer rights of persons with disabilities.

-Supporting such other measures, which may meet the needs of the persons with disability and fulfill the obligations as prescribed in the People with Disabilities (Equal Opportunities and Protection of Rights) Act of 1995.

Objectives of DDRS:-

1.To create an environment that encourage the empowerment of people with disabilities and ensure they get equal oppurtunities and social justice like other citizens of India.

2.To promote the initiatives for ensuring the right of person with Disabilities Act 2016 is implemented successfully.

Projects under Deendayal Disabled Rehabilitation Scheme:-

  • Specialized Schools for Disabled Children
  • Patients recovering from leprosy
  • Early childhood education and intervention
  • Initiative for young people with cerebral palsy
  • Centres for low vision
  • The psychosocial rehabilitation of those with controlled and treated mental illnesses.Home management and rehabilitation services
  • Development of Human Resources
  • Community-based programmes for rehabilitation
  • Programs for pre school and early intervension
Deendayal Disabled Rehabilitation Scheme

Eligible Organisations:-

The following organizations are eligible for Government assistance under DDRS:

  • A public trust that is registered under the law temporarily.
  • An Organisation that are thereafter registered under the Societies Registration Act 1860 or relevant Act of the State/Union Territory.
  • A Charitable company that is licensed under section 25 of the Companies Act 1958.

 

The Organisation should have following charachterstics to be eligible for DDRS:

1.It must have the resources, facilities as well as experience to undertake programmes.

2.It must not differentiate against any individual or a group with respect to their religion, caste, sex or creed.

3.It must have a properly constituted administrative body with its powers, duties, and responsibilities mentioned in writing.

4.It must not be profit making body or organization.

5.It should be an operative organization.

6.It must have a stable financial position.

 

Conclusion:-

 

It is right of every citizen of India to have access to equality, freedom, and justice as per the Constitution of India . But a section of people to whom we call PwD ie. Persons with Disabilities are unable to enjoy this equality of freedom, justice and opportunities. To bridge the gap Government launched Deendayal Disabilities Rehabilitation Scheme  till 2022 more than 750 NGOs are working to rehabilitate PwDs . For this noble cause Government awarded these many NGOs  with funds for their initiatives under this scheme and these NGOs benefitted almost 45000 beneficiaries  annually.
